The Resolution no 2 formally call for a complete social boycott of the Chief Minister on the basis of forensic report of a highly objectionable viral video allegedly featuring Punjab CM Bhagwant Mann. The announcements were released to the media by Jaskaran Singh, media associate to Giani Kuldeep Singh.

Sikh MLAs Summoned Over the Satkar Amendment Act

The first resolution addresses the “unilateral passage” of “The Jaagat Jot Sri Guru Granth Sahib Satkar (Amendment) Act, 2026” by the Aam Aadmi Party (AAP) led Punjab Government. The Panj Singh Sahiban expressed severe resentment over the law being enacted without the consultation or prior consent of central Sikh institutions.

According to the resolution, Punjab Assembly Speaker Kultar Singh Sandhwan was previously summoned to Sri Akal Takht Sahib on May 8, 2026, where he was granted a 15-day window to introduce adjustments reflecting Sikh sentiments. Formal written objections were subsequently submitted to the state government through the Speaker on May 11, 2026. However, the Akal Takht noted that these interventions were completely disregarded.

The state government adopted an obstinate and arrogant attitude, completely ignoring Sri Akal Takht Sahib and Sikh sentiments.,” the first resolution reads.

Punjab Chief Minister Bhagwant Singh, through his statements to the media, challenged the authority of Sri Akal Takht Sahib, which has generated widespread resentment among the Sikh community. This has created an atmosphere of discord and internal conflict among Sikhs in Punjab”, it reads further.

Because the Punjab Cabinet formally approved the legislation and various Sikh Members of the Legislative Assembly (MLAs) across political spectrums voted in its favor, the clergy has ordered a mass summons. Chief Minister Bhagwant Singh Mann, all Sikh ministers of the Punjab Cabinet, and all Sikh MLAs from various political parties have been commanded to present themselves at the Secretariat of Sri Akal Takht Sahib on June 29, 2026. Furthermore, non-Sikh cabinet ministers have been directed to submit written clarifications regarding their endorsement of the bill.

Forensic Evidence Debunks Chief Minister’s AI Claim

The second resolution details a highly sensitive matter of an objectionable video involving Chief Minister Bhagwant Mann, which was initially filed as a formal complaint with the Akal Takht on January 4, 2026.

The Chief Minister had been summoned to the Akal Takht Secretariat on January 15, 2026, to address the footage. During that meeting, Bhagwant Mann defended himself by claiming the video was completely fabricated and generated using Artificial Intelligence (AI) deepfake technology. The Jathedar subsequently instructed Bhawant Mann to name two independent forensic laboratories to verify the footage, following up with an official letter from the Secretariat on January 27, 2026. However, neither the Chief Minister nor his office provided any response.

Faced with official silence, the Akal Takht independently commissioned forensic examinations from two distinct laboratories recognized by the Government of India. The forensic reports dated May 27, 2026, and June 13, 2026, concluded that the video was fully authentic, showing no signs of tampering, editing, or artificial manipulation.

The resolution explicitly details the sacrilegious actions captured in the footage, noting that it features the Chief Minister engaging in deeply disrespectful behavior.

“The video shows Bhagwant Singh sprinkling liquor on a widely recognized symbolic pictures of the ten revered Sikh Gurus and engaging in highly objectionable acts involving the photograph of Sant Giani Jarnail Singh Khalsa Bhindranwale, a prominent Sikh figure and martyr of the 20th century, while also splashing liquor on his image. The Guru Khalsa Panth cannot tolerate such actions under any circumstances.”, the resolution reads.

Declaration of Excommunication and Public Boycott

According to the written press release issued by media in-charge Jaskaran Singh, the decision to excommunicate the Chief Minister was ratified following a broader consultative meeting at Sri Akal Takht Sahib, which brought together various Panthic organizations, Sampradas, Dal Panths, intellectuals, and legal experts. The assembly unanimously agreed that Bhagwant Mann’s actions and subsequent deception at the highest temporal seat disqualified him from holding the trust of the community.

The resolution emphasized that while the office of a Chief Minister carries immense dignity and a mandate to represent every citizen of the state, Bhagwant Mann’s conduct violated the foundational ethics expected of a Sikh leader.

The meeting observed that the office of the Chief Minister is highly respected and carries the responsibility of representing every citizen of the state. It further noted that Bhagwant Singh made false statements before Sri Akal Takht Sahib regarding the video, raising concerns about his ability to make decisions in the interests of the Guru and the Sikh community while serving as Chief Minister.” the resolution reads.

Representing the sentiments of the Sikh Sangat, today’s gathering of the Five Singh Sahibs declares Punjab Chief Minister Bhagwant Singh Mann as a anti-Guru and anti-Khalsa Panth. The Guru Khalsa Panth is directed not to associate with him.“, the resolution reads further.

Video May Be Authentic, But Identity Not Established: AAP

Aam Aadmi Party’s Punjab state media in-charge, Baltej Pannu, held a press conference and strongly reacted to Giani Kuldip Singh Gargaj’s release of the forensic report concerning the alleged viral video of Bhagwant Mann.

Baltej Pannu said that the forensic report does not identify the person shown in the video. According to him, the report concludes that the video was neither AI-generated nor tampered with, but it does not establish the identity of the individual featured in it. He further stated that the Aam Aadmi Party would expose the entire conspiracy behind the video in the coming days.

Baltej Pannu also alleged that the acting Jathedar was acting at the behest of the Badal family and claimed that the entire matter was politically motivated.
