Recently, the BJP-led Delhi government and the AAP-led Punjab government appeared to shift responsibility to one another regarding the parole of Bhai Jagtar Singh Hawara. Eventually, the Punjab government did not recommend his parole, citing grounds that many consider weak and factually incomplete, and the Delhi government accepted that recommendation.
