The issue of Sikh political prisoners, commonly referred to as “Bandi Singhs,” remains one of the most sensitive and long-standing concerns in Punjab. Despite increased public discussion and political statements, the issue continues to remain unresolved.

Whether it is the BJP at the Centre or the AAP government in Punjab, political parties often raise the issue or make promises while in opposition, but fail to take concrete steps when they are in power.

Recently, the BJP-led Delhi government and the AAP-led Punjab government appeared to shift responsibility to one another regarding the parole of Bhai Jagtar Singh Hawara. Eventually, the Punjab government did not recommend his parole, citing grounds that many consider weak and factually incomplete, and the Delhi government accepted that recommendation.
