Ottawa (August 4, 2026): The World Sikh Organization of Canada (WSO) welcomes the intervention of five United Nations Special Rapporteurs, who have formally expressed serious concerns regarding credible threats against Sikh Canadian activist Moninder Singh Bual (Sikh Federation Canada) and have urged Canada to accelerate its investigations and strengthen protections for him and his family.

In a joint communication dated June 3, 2026, the UN human rights experts state that they are concerned the threats against Moninder Singh form part of “a broader pattern of transnational repression by Indian authorities against Sikh activists in different countries, including Canada.” The Special Rapporteurs further warn that, if the allegations are true, attempts to target him before or after his engagement with United Nations human rights mechanisms may constitute unlawful intimidation and reprisals for cooperating with the UN.

The communication notes that Moninder Singh has received four “duty to warn” notifications from Canadian authorities since 2022 regarding credible threats to his life, with the most recent warning extending to his wife and children shortly before his scheduled appearance at the UN Human Rights Council in February 2026.

While acknowledging Canada’s efforts in identifying these threats, the UN experts express concern that no publicly known additional protective measures have been taken since the latest warning. They urge Canada to protect Moninder Singh and his family, accelerate investigations, hold perpetrators accountable, and ensure that Sikh activists and human rights defenders in Canada are able to carry out their legitimate work free from threats, intimidation, violence, or reprisals.

WSO President Danish Singh said: “The intervention of five United Nations Special Rapporteurs is an important acknowledgment that the threats faced by Sikh activists in Canada are part of a broader pattern of transnational repression by India that demands urgent action.

“Since October 2024, the Government of Canada has publicly stated that it has clear and compelling evidence linking agents of the Government of India to violent criminal activity in Canada. Yet despite Canada’s recent efforts to re-engage with India in pursuit of a trade agreement, we have seen no meaningful accountability for India’s campaign of transnational repression and foreign interference”, he added.

“Bhai Moninder Singh and at least a dozen other Sikh activists have repeatedly received duty to warn notifications from Canadian law enforcement, yet we have not seen meaningful additional measures to protect those at risk. Nor have we seen any commitment from the Government of India to end its campaign of transnational repression targeting Sikh Canadians”, said Danish Singh.

WSO president added: “[w]e urge the Government of Canada to respond fully to the UN Special Rapporteurs’ communication, implement all necessary protective measures for those at risk, continue pursuing criminal investigations without delay, and ensure that Canada’s efforts to strengthen relations with India do not come at the expense of the rule of law, accountability, or the safety of Canadians.”
