Fatehgarh Sahib: Information accessed by Sikh Siyasat News (SSN) reveals that 66 village panchayats have passed resolutions recommending parole for Bhai Jagtar Singh Hawara, who is currently serving a life sentence in Central Jail No. 15, Mandoli, New Delhi.

According to available documents, the process for Bhai Jagtar Singh Hawara’s parole began on June 11, 2025, when a formal plea for parole was lodged with the Superintendent of Tihar Jail. Later, on September 13, 2025, his mother Mata Narinder Kaur, aged 81, wrote to the Chief Minister of Delhi seeking her son’s parole in view of her deteriorating health condition.

Following this request, the Delhi Chief Minister forwarded the matter to Delhi Home Minister Ashish Sood, who also holds the ministerial charge of jails in Delhi. A copy of this correspondence was also sent to Advocate Jaspal Singh Manjhpur of Panjaab Lawyers, who represents Bhai Jagtar Singh Hawara.

Subsequently, village panchayats from 66 villages passed formal resolutions supporting parole for Bhai Hawara. These resolutions have now been forwarded to Delhi Home Minister Ashish Sood for consideration.

The initiative to collect these panchayat resolutions was coordinated by a five-member committee comprising Bhai Jaswant Singh (Sidhupur), Bhai Amanpreet Singh (Panjkoha), Bhai Resham Singh (Wadali), Bhai Harpreet Singh (Farour), and Advocate Jaspal Singh (Manjhpur), with cooperation from Bhai Gagandeep Singh (Chamkaur Sahib).

The Panchayatnama issued by various village councils certifies that Bhai Jagtar Singh Hawara is a permanent resident of Village and Post Office Hawara Kalan, under Police Station Khamano, District Fatehgarh Sahib, and that the Panchayat and villagers have no objection to his release on parole. The documents also note that his mother, Mata Narinder Kaur, is an elderly widow, seriously ill, and has been waiting to meet her son for a long time.

Speaking to Sikh Siyasat News, Advocate Jaspal Singh Manjhpur confirmed the development. He said that any other village panchayat wishing to pass a similar resolution in support of Bhai Jagtar Singh Hawara’s parole may contact him and send a copy of their resolution, which will be forwarded to the competent authorities.
